Chili Palmer is a loan shark-turned-debt collector who's arrived in Las Vegas to collect his dues. While there, he also decides to pick up debts from an LA movie producer named Harry Zimm. Once he arrives in Hollywood, though, his plans change a little – he now wants to make a film inspired by his life, and he starts working with Zimm to build a budget, cast and production team. But, technically, nobody really has the money and everyone is indebted to some loan shark or another.
